Meet The Commissioners

Commissioner
Charles Smith
Mr. Charles Smith has over 55 years of distinguished involvement in military
basketball stateside and overseas. His coaching career spans 25 years across multiple installations, where he consistently developed competitive and disciplined teams.
As SEMAC Commissioner for more than 32 years, Mr. Smith has led his teams to six
SEMAC League Championships and two SEMAC Postseason Tournament titles. Under
his leadership, SEMAC has produced at least one All-Air Force team selection every
year, with several athletes advancing to the prestigious All-Armed Forces Team.
His legacy reflects a deep commitment to excellence, mentorship, and the advancement
of military athletics.

Jimmy Howard
As coach and commissioner, Jimmy Howard has the second longest-tenured in SEMAC history (over 46 years). His deep involvement and firsthand experience have shaped what he proudly regards as the premier military athletic conference. True to
SEMAC’s motto, “Second to None,” Howard has witnessed and contributed to the
development of some of the most talented players in military basketball—athletes who
have honed their skills and showcased their excellence through SEMAC competition.
In recognition of his enduring impact and leadership, he was inducted into the Military
Basketball Hall of Fame in 2020.

Dwayne Burns
With 18 years of military basketball coaching experience, Richard Joe has built a
legacy of excellence and leadership. As the Player and Coach at Mayport NAS from 2007 to 2025, he has sponsored the MLK tournament for the last six years and captured one Air North Championship. Over the past 18 years in SEMAC, Joe has continued to make a lasting impact:

Deputy Commissioner
Steve Williams
Mr. Williams has been coaching basketball in the military for over 40 years. He has
been instrumental in establishing league guidelines, administrative and financial both
stateside and overseas. He has been part of seven SEMAC championships (Women
and Men) at Maxwell AFB. Several players under his tenure have been selected to
higher level military teams. Mr. Williams was instrumental in developing the SEMAC
website. Selected as Deputy Commissioner in 2017.
He is dedicated to raising funding for not only his installation, but for SEMAC as well.
His vision for player development has not only strengthened his teams but he is also
willing to share his knowledge with the entire basketball community. He accredits most of
his coaching abilities from previous coaches.

Richard "June" Joe
With 18 years of military basketball coaching experience, Richard Joe has built a
legacy of excellence and leadership. As the Player and Coach at Mayport NAS from 2007 to 2025, he has sponsored the MLK tournament for the last six years.
